This is the answer to the first question

An element is defined by the number of protons in its nucleus. In principle it is still the same element if all the electrons are stripped off, but it will then have a big positive charge. So it depends what you mean by “exist independently”.

The answer for the second question

Some highly reactive metals are found in combined state likesodium. Wher as noble and less reacitive metals like gold and silverare found in the free state not chemically combined with any substance.
