y = 2/3 is a root of the given eqn.

so, by putting y = 2/3

3(2/3)^2 -2k/3 + 8 = 0

so, k = 14

then

it must satisfy given equation

3y^2-ky+8=0

3(2/3)^2-k(2/3)+8=0

(4/3)-(2k/3)+8=0

4-2k+24=0

k=14
