because in air the air exerts pressure but in water the atmospheric pressure is not there u can take the example of the space

it is easier to lift a heavy stone under the water than in a air because under the water the amount of water which is displaced by the heavy stone is acted upon the heavy stone in the form of buoyant force which helps us to lift the heavy stone under the water more easily .
