Sodium sulphate is formed by reaction of a strong acid and base that is H2SO4 and NaOH. Therefore it is neutral.
Whereas sodium carbonate is formed by reaction of a weak acid and strong base that is H2CO3 carbonic acid and NaOH. Therefore it is basic.

First you have to understand that there are three types of salts.
1. neutral salt.-> A salt formed by the neutralization reaction of a strong base and a strong acid or the neutralization reaction of a weak base and a weak acid is neutral in nature.
Sodium Sulfate is neutral in nature therefore its aqueous solution will be too.
2. basic salt-> a salt form by a reaction of a strong base and a weak acid is a basic salt.
Aqueous solution of Sodium Carbonate is therefore basic in nature.
3 . acidic salt-> a salt that is formed by the reaction of a strong acid and a weak base is called an acidic salt.
