Let the number to be multiplied to 4^{-3} is m.

4^{-3} \times m =  \frac{1}{16} \\ \\ \Rightarrow  \frac{1}{4^3} \times m =  \frac{1}{16} \\ \\ \Rightarrow  m =  \frac{1}{16} \times 4^3  \\ \\ \Rightarrow  m =  \frac{1}{16} \times 64 =\boxed{4}

So it should be multiplied by 4.
