whenever there is any negative exponent to any number ... the number gets inversed with the same power

for example x^-1=1/x^1=1/X

so, in this question

it is given

 \sqrt[4]{ {81}^{ - 2} }  \\  {81}^{ - 2}  =  \frac{1}{ {81}^{2} }  =   \frac{1}{ {( {9}^{2} )}^{2} }  =  \frac{1}{ {9}^{4} }  \\    \sqrt[4]{x }  =  {x}^{\frac{1}{4} }    \\ so \\  \\   \sqrt[4]{ \frac{1}{ {9}^{4} } }  =  \frac{1}{ {9}^{4 \times  \frac{1}{4} } }  =  \frac{1}{9}
