2x {}^{4} + 3x {}^{3} - {2x}^{2} - 9x - 12 \\ = {2x}^{4} - {6x}^{2} + {3x}^{3} - 9x + {4x}^{2} - 12 \\ = {2x}^{2} ( {x}^{2} - 3) + 3x( {x}^{2} - 3) + 4( {x}^{2} - 3) \\ = (x {}^{2} - 3)( {2x}^{2} + 3x + 4)

After factorising this,,we get x^2-3 is a factor of 2x^4+3x^3-2x^2-9x-12...

hope it helps you... thanks
