Explanation:

a) Observe the graph carefully, the x-axis is time and the y-axis is speed. Here the question has asked us the speed of the car at 0s. Which means simply whatever the speed is on y-axis. i.e The speed will be the starting point of the slope in the graph (a horizontal line can also be considered a slope). Hence, your answer is 18 m/s from observation.

b) Since the slope is a straight line parallel to x-axis in between the time intervals 0s and 0.9s, hence there is no change in y-axis, i.e no change in speed. Hence No acceleration i.e there I no change in speed.

c) The acceleration of a speed-time graph is the slope of that graph. Hence the slope between the time intervals 0.9s and 4s will give us the acceleration.

⇒ Slope of a graph is given by :  \frac{x_{2} -x_{1} }{y_{2}- y_{1} }  (where x and y represents the coordinates of the points)

⇒ acceleration of the car = \frac{0-18}{4-0.9} = \frac{-18}{3.1} = -5.8 m/s^{2} (approx.)

For question a) and b) don't write my explanation but for c) write the explanation in a little more formal way.
