I think you might have written the question wrong. by the given statement if AC=CB, there is no way that AC=CB÷2. but if it were to prove AC=AB÷2, then one could prove it. in that case,

we can say that AC+CB=AB from the above figure
since AC=CB, we can write AC+AC=AB
2AC=AB
AC=AB÷2
