Given,

Final Velocity of train(V) =48km/h

=>(48×1000)m/(60×60)s

=>480/36

=>40/3 m/s

Radius of curve(R) =400m

Distance between rails(x) = 1m

g=9.8ms^-2(acceleration due to gravity)

Now,

height is given by=>>

h=v ²b/rg

On putting values we get =>

h= (40/3)^2×1/400×9.8

=>h= 0.0453m

=>h=4.53cm

Hence the outer rail should be raised by 4.53cm with respect to the inner rail.
