Atoms are electrically neutral as the number if the proton is equal to number of neutron. Therefore the charge of positive and negative are cancelled out. Some number of the proton are isotope . If the species have been charged then it is called cation that is positively charged and anions that are negatively charged.

Yep it's true but if the atoms take part in any reaction thereafter they aren't neutral
