if b=0,that means coefficient of x=0,so equation would be
$a {x}^{2} + c = 0$
now c is less then zero ,that means c appears with a negative sign
$a {x}^{2} - c = 0 \\ a {x}^{2} = c \\ {x}^{2} = \frac{c}{a} \\ x = \sqrt{ \frac{c}{a} }$
