◾Let Q be the initial charge on the spheres.

Force:

f =  \frac{k {Q}^{2} }{ {r}^{2} }

◾When sphere C is attached to sphere A than net charge on the both spheres ( A & C ) is..

( \frac{Q + 0}{2})  =  \frac{Q}{2}

◾Now, when sphere C containing

 \frac{Q}{2}

charge is attacked with sphere B ( containing Q charge)

◾the net charge on the sphere B & C...

 = ( \frac{ \frac{Q}{2} +Q }{2} ) =  \frac{3Q}{4}

◾then force between A & B...

 f_{1} =  \frac{ \frac{kQ}{2} \times  \frac{3Q}{4}  }{ {r}^{2} } =  \frac{k {Q}^{2} }{ {r}^{2} }  \times  \frac{3}{8}  \\  =  \frac{3f}{8}

so, option (a) is correct.
