ax + 2y = λ
3x - 2y = μ
adding both,

(a + 3)x =μ +λ
If a = -3,

0 = λ+μ

So, if (μ+λ) = 0
Then for any value of x and y, solution exist.

But if (λ+μ) not equal to 0
Then there is no solution.
