ROLE IN MAINTENANCE OF LAW AND

ORDER OF DISTRICT

"District as a unit of administration and the focal point for the field level

activities has been an integral part of Indian society. Despite many operational

changes necessitated by prevailing circumstances a district continued to be the

contact point between people and the government".1

It means common peoples

of district are very close to the district government than state and central

government. Their needs and requirements of the life are fulfilled by the

district administration. Whatever policies are made at central and state level, all

these are implemented at district level. Thus, district is the hub around which

whole government machinery revolves for the welfare of the peoples. So

district administration is accountable for the peaceful and smooth functioning

of the administration at this basic unit.

District officer is the captain of the team of officers of the different

departments at the district level. This captain is known at different places by

different names like Deputy Commissioner, District Collector, District

Magistrate, Collector etc. He has been described many a time as 'the kingpin of

district government', 'the fulcrum of Indian administration', 'agent of

government', 'keystone of the arch of district administration', 'captain of the

team', 'more than primus inter pares', 'eyes and ears of the government', 'voice

and hands' - all of which attest to the importance with which the Collector is

viewed.

The Police don’t help in maintaining Law and Order. It is their prime duty. Law and Order situations are varied. Most important and sensitive is the Law and Order situation having Communal Color. Every Police station and Police District has a special cell called Special Cell who deal with and responsible for watching and collecting intelligence regarding Political and Communal situation mainly. The Police station have handful of such Plain Clothes Policemen under an officer who collect wand watch the Communal, Political and Labor related issues. During such events, these special Units provide clues and developments that prompt the concerned for taking preventive steps like detaining the known trouble makers from the area under reference, holding meetings with elders from the community fro both sides to urge them to use their weight in that regard, deployment of enough Police Force at the actual event. On similar lines other issues related to Law and Order are handled.
