When we compare question with property we get

 {7}^{2x + 3}  =  {7}^{0}  \:  \:  \:  \: \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  ( {7}^{0}  = 1)

Equating powers only

2x + 3 = 0

 =  > 2x =  - 3

 =  > x = ( \frac{ - 3}{2} )
