Plastic is a bad conductor of electricity. So charges will get generated on the comb. Whereas if it is a metal comb then earthing will take place because metal is a good conductor of electricity, the charges that get generated on the metal comb the charges will pass through our body.
If the comb has a plastic handle then there is no way to the charges to go through our body. As said earlier plastic is bad conductor of electricity.
