let the fixed charge be x and charge per km. be y....

then ,

950= x + 70y .......eq 1

1250 = x + 100y ........eq 2

subtract eq 1 from eq 2,

1250-950 = (x+100y) - (x+70y)

300 = x + 100y - x - 70y

300 = 30y

10 = y

hence, rate per km. is Rs. 10.

now put value of y in eq 1,

950 = x + 70y

950 =x + 70*10

950 = x+ 700

x = 950 - 700

x = 250

the fixed charge is Rs. 250.
