Silver chloride ( AgCl ) dissolves in Ammonium Hydroxide ( NH4OH ) but not in Nitric acid ( HNO3 ) because Nitric Acid is a strong oxidising agent and a strong acid which doesn't produce H+ ions very easily.

So, NH4OH which is a weak acid, dissociates to produce H+ ions very easily and hence, it helps in dissolving Silver Chloride in Ammonium Hydroxide.

This is because nitric acid doesn't react with any metal... Since it is a strong oxidizing agent it oxidises the hydrogen produced and water and itself get reduced to any of the nitrogen oxide. It only react with magnesium magnese....
