according to Ist condition
$\frac{3x}{y - 3} = \frac{18}{11}$
according to IInd condition
$\frac{x + 8}{2y} = \frac{1}{2}$

solving Ist condition
$33x = 18y - 18(3) \\ 11x = 6y - 18 \\ 11x - 6y + 18 = 0 \: \: \: \: \: \: \: \: \: \: \: \: \: \: - (i)$
solving IInd equation
$x + 8 = y \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: \: -(ii)$
putting value of y in (i) equation
$11x - 6(x + 8) + 18 = 0 \\ 11x - 6x - 48 + 18 = 0 \\ 5x = 30 \\ x = 6$
putting x in (ii) equation
6+8=y
y=14
