Now as the stone is above the balloon then speed of balloon = initial velocity of stone when it starts to fall

then
u of stone = 10 m/s


as we know that
-H = ut +1/2×g×t^2

or -390 = 10t - 5t^2
or - 78 = 2t - t^2

or t^2 -2t -78 = 0

 or \:t =   \frac{2 +  \sqrt{ {2}^{2} - 4(1)( - 78) } }{2}  \\  \\  =  \frac{2 +  \sqrt{4 + 312} }{2}  \\  \\  =  \frac{2 +  \sqrt{316} }{2}  \\  \\  =  \frac{2 + 17.8}{2}  \\  \\  =  \frac{19.8}{2}  \\  \\  = 9.9sec
