it can be neutralised by 16ml because in the first case 10ml is neutralised just my 8ml of hcl in the second case let's assume that 20ml is divided i half. Therefore 10ml is neutralised by 8 and the other 10ml is also neutralized by 8 and 8+8 is 16 i.e. 20-4= 16 . Therefore we'll need 16ml of hcl
