The electrons that occupy the outermost shell of an atom are called valence electrons. Valence electrons are important because they determine how an atom will react. By writing an electron configuration, you'll be able to see how many electrons occupy the highest energy level.

we can easily find out the valency by seeing the valence electrons...
For this you should know the octet rule and how to write electronic configuration...

The octet rule sates that atoms tend to gain, lose or share electrons so as to have eight electrons in their outer shell because this is more stable.
