ans1.The dispute was occurred between the river karnatak and tamil nadu on the kaveri river .
the water stored in krishna nagar dam in karnataka was used for irrigating a number of districts and for meeting the needs of the city of bangalore.

A conflict arises because the both dams are on the same river. the downstream dam in tamil nadu can only be filled up if water is released from upstream located one in karnataka.

ans2.the central government has to step in and see that a fair distribution is worked out for both states.
