firstly u have to draw a circle of radius p that is 2.1 cm and then take a point q outside the circle which is at 5.2 cm distance from the centre as given and then take the total length 5.2 and divide it by 2 for the radius which is 2.6cm and take this distance in your compass draw a circle with it and the circle will cut the given circle in two parts then take the distance of that two points from q and draw the tangents

length of tangents are 4.9 cm
