When,the net torque acting on the body will be zero then angular velocity will remain constant.or can say that it will be conserved

also, kinetic energy is eqaul to half the product of square of angular velocity and moment of inertia,,so if angular velocity will remain constant then, kinetic energy will also, remain at constant.....

so,both option2) and 3) is the correct one
