\large\sf\underline{Answer\::}

\sf\dashrightarrow\:\frac{18}{7}-2y=4

  • LCM of 7 and 1 = 7

\sf\dashrightarrow\:\frac{18-14y}{7}=4

  • Cross multiplying

\sf\dashrightarrow\:18-14y=4 \times 7

\sf\dashrightarrow\:18-14y=28

  • Transposing +18 to RHS it becomes -18

\sf\dashrightarrow\:-14y=28-18

\sf\dashrightarrow\:-14y=10

  • Transposing -14 to RHS it goes to the denominator

\sf\dashrightarrow\:y=\frac{10}{-14}

  • Reducing the fraction to lower terms

\sf\dashrightarrow\:y=\cancel{\frac{10}{-14}}

\small{\mathfrak\red{\dashrightarrow\:y\:=\:\frac{5}{-7}}}

Thnks :))
