Following what I said in a previous post you made,

 

x% of y is z means (x/100)y = z.

 

So xy/100 = z.

 

Then x by itself is 100z/y.

 

If I take x over z I will get a "decimal" - that is, it won't be a percent yet.

 

x/z = (100z/y)/z = 100z/yz = 100/y                   (if y and z aren't zero)

 

to find x/z as a percent I need to write it as a number over 100 somehow.  

 

Note that if I multiply x/z by 100/100 that it doesn't change the ratio because 100/100 is one.  

 

Then what I'm going to do is say (x/z)(100/100) = (100x/z)/100

 

This would be 100x/z % because 100x/z is something out of 100.

 

x/z happens to be 100/y so 100(x/z) is the same thing as 100(100/y) or 10000/y.
