In the presence of water acid give H+ ion .as H+ ion cannot exist alone ,so it combines with water molecules and forms H3O+ ion. when an acid is diluted H+ ions of acid and OH- ions of water react to from H2O molecules and hence the concentration of H3O+ ion decrease
