=> A scum is formed when hard water is treated with soap. It is because a large amount of soap is utilised in reaction with the magnesium and calcium ions of water. An insoluble curdy precipitate,scum,sticks to the clothes making them difficult to be cleaned.

Conclusion:- Due to reaction of mg and ca iond with water.
