Explanation:

Evaporation is an endothermic process where in the molecules absorb Energy from surrounding to evaporate thereby decreasing the temp of surrounding, which results in cooling.

Water as ice melts when exposed to room temp this melting causes the body to loose it's heat which converts ice into water. on the other hand steam is already at very high temp, it will loose heat to surroundings as surrounding is at lower temperature than steam. As a result temp of surrounding/body increases which causes burning sensation

1.  Evaporation causes cooling  , when the surface was exposed then evaporation will happen and it takes the heat from that surface . By taking heat it causes cooling .

2. Water as ice has cooling effect because ice will take the excess heat from the hand causes cooling , on the another hand steam causes severe burns because it has high kinetic energy and contain the heat that will increase the temperature of the surrounding .
