Formula-

  {a}^{x}  \times  {a}^{y}  =  ( {a})^{xy}

So,

 {2}^{ - 3}  \times  {2}^{ - 2}  =  ({2})^{ - 3 \times 2}

 =   {2}^{ - 6}
