=> (x - 6)² -36  + (y - 3)² - 9  - 4 =0

x² + y² - 4x - 12y - k = 0

=> (x - 2)² - 4  + (y - 6)² - 36 - k = 0

=> (x - 2)² + (y - 6)² = (√(40 + k) )²

Center point = 2 , 6      & radius = √(40 + k)

Distance between center points = √(6-2)² + (3-6)² = 5

Radius of circle = 7

hence radius of another circle can be between  7 -5   & 7 + 5

=> 2 ≤ √(40 + k) ≤ 12

Squaring both sides

=> 4 ≤ 40 + k ≤ 144

=> -36 ≤ k ≤ 104

Comparing with

a ≤ k ≤ b

a = -36

b = 104
