Why does the lowest Blue zone of the candle appears blue even though incomplete combustion takes place here?

Well,It is not always appears to blue because many factors depends on it,The blue flame of a candle shows complete combustion in the presence of sufficient oxygen while showing of red or orange flames shows incomplete combustion, and it may not be possible to show blue flame at insufficient oxygen because it wil definitely change the colour of the flame but slightly that's appear to be blue...
