1.For the preparation of IPS Delhi is the best option.
2.You should daily read newspaper.(upto 2 hrs. thorough reading.)
3.You should regularly be updated with current affairs.
4.You should read books available in the market like Competition Success, Competition Review, etc...
5.You should thoroughly study the General Knowledge Book of previous years and also remember them.
6.For the syllabus you should take the help of google(as I don't know more about it)

For becoming that first you have to crack the Civial Service Examination which is held by UPSC.....
WHAT TO DO AFTER 12TH FOR BECOMING AN IPS IF YOU ARE STUDENT ....
if you are a student and you want to become an IPS officer then its better to do BA because of the following reasons:
1) You get enough time for your preparation..
2) You can focus completely on you target...
3) As you will only study history/geography, politics in BA...You than don't have to put any extra effort related to this subjects...
NOW,
ABOUT THE EXAMINATIONS
The civil Service Examination is conducted in three stages which are :
1)PRELIMS
2)MAINS
3)FINALLY INTERVIEW
PRELIMINARY EXAMINATION : It is consist of two compulsory papers of 200 marks .Both question paper is of multiple type questions and the paper is of 200 marks...
Note its compulsory for he student to be present for both the examinations for the process of evaluation....
MAINS : The nature of the questions is generally of that a well educated person will be able to answer.... In this the student must have to give a relevent and a meaningful answer which impress the reader...
INTERVIEW : It is the final stage the civil Service Examination...
Daily requirements :
1) be a knowledgeable person about the current affairs...
2)Read the newspaper daily..
3)Go thoroughly with the books of secondary sections...
4) solve previous years question paper more and more..
5) Take help of some of the sites like UPSE AND IAS Preparations.
