let the number be some x
given it is increased by 25%
x + x \times \frac{25}{100}  \\ x +  \frac{x}{4}  \\5 \times \frac{x}{4}
now this is decreased by 25%
5 \times \frac{x}{4}  - 5 \times \frac{x}{4}  \times ( \frac{25}{100} ) \\ 5 \times \frac{x}{4}  - 5 \times  \frac{x}{4}  \times  \frac{1}{4}  \\ 20 \times \frac{x}{16}  - 5 \times \frac{x}{16}  \\ 15 \times \frac{x}{16 }
15x/16 is our result now net diff would be
15 \times \frac{x}{16}  - x \\ 15 \times \frac{x}{16}  - 16 \times \frac{x}{16}  \\  - \frac{x}{16}  \\
- sign indicates it's decreased overall
percentage would be
 \frac{( \frac{x}{16} )}{x}  \times 100 \\  \frac{x}{16x}  \times 100 \\  \frac{1}{16}  \times 100 \\ 6.25\%
it's decreased by 6.25%
