It is in division

So,

\Large \implies {\sf{(\frac{2}{5})^{-3 \: + \: 7} \: = \: ( \frac{2}{5})^{2x}}}

Now we can neglect base.

So,

\Large \implies {\sf{- 3 \: + 7\: = \: 2x }}

\Large \implies {\sf{4 \: = \: 2x}}

\Large \implies {\sf{x \: = \: \frac{\cancel{4}}{\cancel{2}}}}
