As before the Independence the Indians have lived in the rule of British,  the British imposed harsh policies and Taxes on them.  They were not allowed to make any decision themselves so they felt a need of them to participate in the decision making and this could only be reached out by the idea of Universal adult franchise that means the right to vote for both the men and women.
