Frozen food once taken out for cooking is not best to refrozen because after it has been taken out, the food loses its moisture.
Loss of moisture can lead to the following changes (reasons why you should endeavor to take out only the amount that is required):
i) May lead to change in the quality of food
ii) May lead to change in texture of the food
iii) May lead to the change in the taste of the food.
Hope it helps....

When foods are kept at below freezing temperatures, most chemical changes take place.
However, microorganisms are generally more resistant to cold than to heat. Although some are killed by freezing, most bacterial spores and a large number of organisms survive and get revitalised when the food is thawed.
