It was opposed by Nehru, Gandhi, Jinnah, the Muslim League and Indian National Congress because it contained seven members of the British Parliament but no Indians. Indians saw it as a violation to their right of self determination and insult to their self respect.

It gave the government enormous powers to repress political activities, and allowed detention of political prisoners without trial for two years. But even then in 1919 Rowlatt act was passed. The law was unfair and Indians called it the 'Black Act.

Gandhiji decided to withdraw the Non-Cooperation Movement due to various incidents of violence perpetrated by the masses, especially the Chauri Chaura incident in 1922 where the people clashed with the police, setting a police-station on fire.
