For the first point, you can link to 7 other points, so you have 7 chords.

For the second point, you can only link to 6 other points, as the first is linked with the second point, so you have 6 chords. And it goes on and on

So the total number of chords formed from 8 points in a circle is 7+6+5+4+3+2+1 = 28

ALTERNATE SOLUTION

no \: of \: chords = \binom{8}{2} \\ = \frac{8 \times 7}{2} = 28 \\

Or you can just apply the formula to calculate no of chords
=
 \frac{n(n - 1)}{2} \: where \: n \: is \: no \: of \: points
here \: n=8
hence
8×7/2=28
