Here is the solution.

 {2}^{4}  \times  {(0.5)}^{-3}  =  {2}^{k}

 \implies {2}^{4}  \times  {( \frac{1}{2} )}^{-3}  =  {2}^{k}

\implies  {2}^{4 + 3}  =  {2}^{k}

\implies  {2}^{k}  = {2}^{7}

\implies k = 7

Answer:-

k = 7
