where a is numerator and b is denominator
according to question a+b=4+2a-----------(1)
and (3+a)/(3+b)=2/3
=>3(3+a)=2(3+b)
=>9+3a=6+2b
=>3a-2b=-3--------------------------------------(2)
from (1)
a-b=-4--------------------------------------------(3)

from (2) and (3)
we get a=5 and b=9
