D = 3m r1 = 3/2 = 1.5m

h1 = 14m

width = 4m
hence r2 = r1 + width
r2 = 4 + 1.5 = 5.5m

h2 = ?

Embankment would be in the form of cylender so zvolume of sand dug out will equal to the volume of embankment.

so

\pi \: r1 {}^{2} h1 \:  = \pi \: r2 {}^{2} h2

(1.5) {}^{2}  \times 14 = (5.5) {}^{2}  \times h2

31.5 = 30.25 \times h2

31.5 \div 30.25 = h2

h2 = 1.04m

Thus height of embankment will be 1.04m.

Thanks
