Since it is a Probability based sum, lets calculate the sample space first.
Sample Space = ( 11 )
Possibilities of getting I x I < 4 = { -3, -2, -1, 0, 1, 2, 3 }
= 7 Possibilities.
This is because absolute value makes a negative integer positive. So - 5 cant come and - 4 also doesn't come. So they are omitted here.
Hence the Probability of getting IxI < 4 = 7 / 11
