 {3}^{ - 1}  \times  {4}^{ - 1}

From the law of exponent

a {}^{ - m}  =  \frac{1}{a {}^{m} }

Using the same law

3 {}^{ - 1}  \times 4 {}^{ - 1}  \\  =  \frac{1}{3 {}^{1} }  \times  \frac{1}{4 {}^{1} }  \\  =  \frac{1}{3}  \times  \frac{1}{4} \\  =  \frac{1}{12}
