so here powers will be multiplied and you will then get  3(343) which is 1029


as the above equation was divided by 4 under root 81
therefore under root 81 is equal to 9 
the remaining is 4 into 9 that is 36

therefore 1029 divided by 36 is 28.5 that's your answer
so lets recall what we did-----
we simplified 3 under root 343^-2 to 3 (343^-2)^1/2
powers get multiplied in the brackets
and you get  3(343) which is 1029
and then we  simplified 4 under root 81
in which under root 81 is 9 and 4 into 9 is 36
therefore we divide the whole equation and get the answer
