There is no answer to the why, it is a fact.
Won't be questioned in a paper either, as long as the maker is sane.
If asked anyways, spurt "It's radioactive. Radioactive decays are first order. First order kinetics say it'll have a fixed half-life, independent of concentration and stuff. Deal with it."

francium is an radioactive element atomic no 87. Due to it's radioactive in nature it is highly unstable. It's most stable isotope is francium -223(actinum) has a half life of only 22 minutes.
