It depends how wrong, and what are the consequences,  obviously, it is wrong, in a normal attempt to put out a fire, to pour gasoline on it. It would be better to do nothing.  However, it is also wrong to feed the starving out of a desire for self-aggrandisement. It is wrong, but to do nothing would be worse.

It may just be human nature but when there's a problem we feel the need to do something. Matthew May: It's the old adage of don't just stand there do something. But doing something isn't always better than doing nothing.

To be better than nothing. If you say that something is better than nothing, you mean that it is not what is required, but that it is better to have that thing than to have nothing at all.

There might be some social norms to it. For example a person might plant 100 trees, good thing but then blast some nuclear weapon somewhere, he/she will be considered a bad person by society. Still the thing he/she did by planting 100 trees was good. For the bad thing that person should be no doubt punished as per the norms and also rewarded for the good things if the social norms dictate so. For example if a serial killer deserved noble prize in economics, I would, if given the change, give him/her the noble prize and then punish him/her for their actions.
