It depends how wrong, and what are the consequences, obviously, it is wrong, in a normal attempt to put out a fire, to pour gasoline on it. It would be better to do nothing. However, it is also wrong to feed the starving out of a desire for self-aggrandisement. It is wrong, but to do nothing would be worse.

For example if a serial killer deserved noble prize in economics, I would, if given the change, give him/her the noble prize and then punish him/her for their actions.
