Normal water consists of some impurities in it which helps in the conduction of electricity but pure or distilled water don't have such impurities hence it doesn't conducts water....

in simple words

we can say that distelled water is only H20

and it has not heat density as well and salt evaporated in distilled water

hence distilled water don't conduct electricity
